Los cambios en el FMI y el impacto en su relación con los países de América Latina

Resumen: La crisis financiera internacional ha provocado intensos debates académicos y políticos acerca de la naturaleza de los problemas que enfrenta la economía global y ha complejizado la discusión sobre la respuesta de política económica más apropiada. Este nuevo contexto internacional, sumado a la crisis de identidad en la que se sumió el Fondo Monetario Internacional en los últimos años, ha significado un intenso debate sobre cuál debiera ser el nuevo rol a llevar adelante por esta institución. En ese sentido, ha habido un creciente consenso sobre la necesidad de cambios en el funcionamiento del FMI y en el menú de instrumentos financieros que éste ofrece. En este trabajo se revisa el impacto que tienen las reformas en el FMI en su relación con América Latina. Este vínculo, si bien ha sido históricamente muy estrecho, está lejos de haber sido armónico y estable. Por ello, en este artículo se revisa la relación de los países de América Latina con el FMI, con el propósito de esclarecer los vínculos existentes entre el desempeño macroeconómico de los países, el papel asumido por el Fondo y las características de los programas con los que la institución ha operado en la región. Adicionalmente se analizan las reformas implementadas recientemente en el FMI, su relación con las transformaciones demandadas por algunos de los países que integran la institución y las debilidades que aún persisten en la estructura de gobierno y en la operativa de la institución. Por último, se analizan los cambios implementados desde la perspectiva y los intereses de la región, poniendo el énfasis en el posible impacto de la reforma.

Abstract: The global financial crisis has generated intense academic and political debates about the nature
of the problems being faced by the global economy, and it has made more complex the discussion on the subject of which is the most suitable response of economic policy. This new international context, added to the identity crisis in which the International Monetary Fund immersed itself during the last years, meant a strong discussion about which should be the new role taken by this institution. In this sense, there has been a growing consensus about the changes needed in the operation of the IMF and in the menu of financial instruments offered by it. This article examines the impact produced by the reforms in the IMF in its relation with Latin America. This relation although historically has been tight, it has been far from being harmonic and stable. Hence, this article analyzes the relationship between Latin American countries and the IMF, in order to clarify the existing links among the macroeconomic performance of the countries, the role assumed by the IMF and the characteristics of the programs with which the institution has operated in the region. Additionally, the article analyzes the reforms recently implemented by the IMF, its relation with the changes demanded by some of the member countries of the institution and the weaknesses that still persist in the structure of government and in the operations of the institution. Finally, the changes implemented are examined from the perspective and the interests of the region, with an emphasis in the potential impact of the reform.
